Rule 199
How to raise a question of privilege

(1) After the report of the Privileges Committee is presented, the member who wants to raise the question of violation of privilege may ask for the permission of the meeting by giving a brief information about the matter he wants to raise with the permission of the Speaker.
(2) If any member objects that the question of violation of privilege should not be brought up for discussion, the speaker will order the member who wants permission to stand up and if twenty-eight or more members other than the members of the privilege committee stand up, the meeting will be deemed to have been granted permission and if less than that number of members are present then it will be considered that the permission of the meeting has not been granted.
